python: always set HAVE_BROKEN_SEM_GETVALUE=1

When building e.g. qt5 with gcc >= 6.3.1, python is run on the
host architecture, thus enable HAVE_BROKEN_SEM_GETVALUE for all
architectures, not just i686*
