Juan RP 9dfb8f7f6a Revert "{chroot-,}fakeroot: update to 1.20." ...

This reverts commit fdd49c5179.

1.20 needs libcap-devel to build, which would add a bunch of dependencies
to chroot-fakeroot. So let's revert this update for now.
